PROCEDURE 204 – SNOW REMOVAL I. Purpose The following criteria shall be used to determine if snow removal or de-icing services are required by the Association’s Contractor. The Site Manager can use this criterion to determine if clearing is required and contact the Contractor to coordinate clearing. A. The Clubhouse Parking Lot and Sidewalks (“Common Areaâ€) shall be cleared of snow if the accumulation is greater than 2.0 inches. Clearing of amounts less than 2 inches should only be done if approved by at least two Trustees. De-icing should be done if the weather forecasts indicate icing could be a problem. If the weather forecast calls for warmer days following the snow event, with temperature in the high 30’s into the low 40’s the clubhouse parking lot may be skipped even if the measurement is 2 inches or less. B. Homeowner driveways and walkways shall be cleared of snow if the accumulation is 4.0 inches or greater. De-icing materials are not applied on private property by the Association. Sidewalks are not cleared by the Association. The Township does not require residents of VGEM to clear their sidewalks. II. Procedure A. Immediately at the conclusion of any snow event, a determination needs to be made to see if snow removal services in driveways, walkways and the Common Area are necessary. B. This measurement can be done before the end of the snow event if accumulation is obviously greater than the threshold predetermined by the Board of Trustees. C. Snow Removal Services shall begin as soon as practical after the end of the snowstorm, but not before the Township has plowed the streets. D. Clearing shall start at different locations for each snowfall to provide each area of the community equitable treatment regarding the timeliness of snow removal. Procedure 204 - Snow Removal Adopted March 26, 2016 Page 2 E. A minimum sample of community locations will be measured. Areas to be measured as follows: 1. Sidewalk corners of Bluebell and Violet - opposite corners 2. Sidewalk corners of Ivy and Daffodil - opposite corners 3. Sidewalk corners of Poppy and Sunflower – opposite corners 4. Sidewalk corners of Snowdrop and Marigold – opposite corners 5. Sidewalk corners of Snowdrop and Lily – opposite corners 6. Sidewalk corners of Snowdrop and Tulip – opposite corners 7. Clubhouse parking lot – any two locations F. The sample shall take into account wind direction when wind is a factor. G. The sample shall take into account National Weather Service Guidelines including: 1. Find a location where the snow appears to be near its average depth. 2. Measure to nearest tenth of an 1/4 inch. H. The average measurement is calculated by dropping the highest and lowest readings and calculating the average of the remaining readings. I. The measurement data will be communicated to the Site Manager as soon as measurements are completed. In the absence of the Site Manager, the measurements shall be communicated to the Board President. If neither of these individuals is available, information can be provided to any Trustee. Dated: October 15, 2024
