Master PlanThe Master Plan for the community is on file at the club house. It describes the community, has a street map, and provides initial information that was used to start the Home Owners Association. This information includes budget estimates and insurance information.
Public Offering StatementsIn New Jersey the offering plans are referred to as a Public Offering Statement (POS). The POS includes information related to the physical aspects of the HOA property, including property surveys, landscaping details, recreation facilities, appliances and amenities, and common areas of the property. It is a disclosure document telling the buyer what they are buying and disclosing relevant facts about the type of ownership, the property and the surrounding community. The document becomes irrelevant after the first buyers have made the purchase. Some first-time buyers pass the document on to the second generation of buyers because the information may remain of interest. The POS is not binding on the association, it is not a governing document. For prospective buyers, a question will come up as to when they will receive copies of the document. If a prior resident doesnt furnish the document, boards should be equipped with the answers. The buyer should contact the property manager or association and they should be able to provide the documents to the buyer for a nominal copy fee. In re-sales, there is no statutory obligation to provide the governing documents to buyers. The prudent buyer or the buyers attorney will request them and seek to have a review period. But if that isnt requested, there is no legal requirement to provide the POS. Long time owners may have initially reviewed the governing documents but might not have a copy or know where to obtain the latest, updated file. The documents are public record and can be requested and copied at the county clerks office for a nominal fee. The documents also can be accessed by submitting a Freedom of Information Law (FOIL) request to the Attorney Generals office. If the POS governing document has issues, there are options but any changes to the master deed or bylaws must be approved by a certain percentage of the owners. The board may propose changes to the bylaws. If an amendment to the documents is passed, the association should advise the HOA residents through the same means of communicating typically done in the association, or if there is no general mode of communication, a mailing sent to each HOA resident.

Total area: 4,494,416.44 ft² (417,544.95 m²) or 103 Acres Lawncare area: Approximately 20 Acres It will change everytime a new map is outlined, but the numbers are approximately the same. The house density is extremely high and the actual land area is much smaller. Eyeballing the map it appears that the land area is probably 20%, so there is only about 20 acres of green area to maintain. The measurement includes the streets, houses, driveways, sidewalks, and some retention ponds - none of these items need lawncare or irrigation. Notice there is another manual measurement session below and the numbers are slightly different.
